Job Title: Finance Director
Posting: Until position is filled
Salary: $7,800 to $9,500 per month (DOE)

General Duties
This position is part of the agency’s management team and reports directly to the General Manager. The position is responsible for the accounting, finance and treasury functions of the organization, including the annual budget, audit (CAFR), debt issuance, official financial statements, and related controls over the general ledger, cash, bank accounts, government investment pools, cash and other treasury instruments. The position also manages and directs the accounting staff and works closely with the Customer Service Manager on utility billing, meter sales and cash. Other duties include monthly reporting to the Board of Commissioners, long-term financial forecasting, capital improvement planning, and rate setting.

Candidate Qualifications
Candidates must possess an accredited Bachelor’s Degree in Accounting, Finance or related field and have at least ten (10) years of training and experience in governmental accounting and finance. Certified Public Accountant or Certified Public Finance Officer strongly preferred. Preference will also be given to candidates with managerial or senior-level experience at a public utility and familiarity with related Oregon law, GASB, and GAAP.
