Systems Development Charges

Sunrise collects system development charges (SDC’s) pursuant to ORS 223.297-223.314 at the time of water service installation. SDC’s pay for future improvements to the water system and reimburse ratepayers for a portion of previous investments in water treatment, transmission, pumping, and storage.

The System Development charge was developed through a comprehensive SDC study completed in November 2017 and adopted by the Board of Commissioners on January 31, 2018.  This study includes a list of SDC eligible projects.

System development charges are updated annually in January.  SDC's are indexed to the Engineering News Record (ENR) Construction Cost Index for Seattle.  This is the closest major metropolitan area to Sunrise for which construction costs are monitored.

A review of the SDC eligible projects is being conducted as part of the Water System Master Plan update that is expected to be completed and adopted by the Board in 2023.

Installation charges are based on the actual cost of materials and labor associated with the installation of a new meter and service connection. Charges for residential meters are generally uniform, however, larger meters and unusual installations may require an estimate to be produced and paid prior to installation.

The water line from the meter assembly to the premise is NOT provided by Sunrise. Property owners are responsible for installation and maintenance of that water line.
